context for change

This week's Bullshit Bingo award goes to Veronica Kumar, BAA's Head of People and Change (sic) who gave this helpful explanation of her company's contribution to the new, and now disastrous Heathrow Terminal 5.

'Our policy has been to create a context for change, then to apply changes within that context.'
